Terms of Reference for consultancy on
wind and solar energy
Responsibilities of consultant
Working under the overall joint supervision of UNDP and the Lesotho Meteorological Services
(LMS) and direct supervision of the AAP Project Manager the consultant will:
Assess the current wind power monitoring system in the country; provide specifications and
the cost of the systems that are required to expand the current wind monitoring network ;
identify appropriate sites for locating additional wind monitoring stations; assess the current
solar radiation potential and monitoring system in the country; provide specifications and the cost for state of the art solar radiation measurement stations; identify appropriate sites for locating solar radiation sites/stations; identify a potential list of suppliers for wind and solar assessment and monitoring equipment ; assess capacity in LMS and Department of Energy (DOE) for operating the monitoring wind and solar radiation systems and subsequently make recommendations for strengthening their potential in this regard
Required skills and experience
Education
- Post graduate university degree in physics, environmental science, engineering,
environmental economics, or acceptable qualification in relevant fieldExperience
- At least 10 years of professional experience in the area of renewable energy with specialization in climate change and climate change vulnerabilities; demonstrated experience in climate change and renewable energy data collection, management, analysis and interpretation; as well as excellent understanding and familiarity with technical
equipment required for solar and wind measuring/monitoring stations; as well as
excellent written and spoken fluency in English
- The consultancy will be in Maseru with extensive travel to other parts of the country and
will be for a duration of 20 days starting on or around 16th August 2010
