TENDER FOR EPC CONTRACTOR- GHANA
As part of the efforts by the private sector to augment the power generation capability in Ghana, Africa
Finance Corporation (AFC), EleQtra and Reltub are developing a thermal power plant that will provide a safe,
secure and reliable source of power for Ghana. The project is being developed through Cenpower Generation
Company Limited (Cenpower), a special purpose company, the interests of which are controlled by AFC,
EleQtra and Reltub.
To facilitate this development, Cenpower invites established EPC power plant contractors with the requisite
experience to submit proposals for a full turnkey EPC wrap for construction of a nominal 340 MW combined
cycle power plant capable of operating on Light Crude Oil, Natural Gas and Distillate.
The services to be provided by the successful EPC contractor will include the provision of all services required
to provide a fully functional plant, including but not limited to;
- Surveys, studies and modelling required to validate design data;
- Design layout and architectural design services;
- Detail plant design;
- Site preparation;
- Procurement and manufacture of equipment;
- Testing at works;
- Packaging, protection and delivery of plant and equipment to site;
- Site construction activities and erection of equipment;
- Commissioning and testing at Site;
- Completion for commercial operation;
- and Clearance of defects on a turnkey basis.
The successful EPC contractor shall have overall and complete responsibility for the project management,
coordination of the plant and for delivering all services in a prudent, safe and environmentally acceptable
manner. To be eligible, the EPC contractor will have to satisfy the following minimum criteria, complete with
reference contact details:
- History as lead role in EPC contracts and successful completion of not less than two thermal power plants
with a capacity of more than 100MW within the last 10 years. Applicants should include a list of scheduled
and actual project completion times and dates for such projects;
- Experience and availability of staff with appropriate skills,
- Experience in design, manufacture, erection, commissioning and testing of not less than
two gas turbine power plants in combined cycle;
- Provide guarantees for programme, output, efficiency and emissions;
- Provide a fixed price, date certain, turnkey EPC contract;
- Provide a guarantee from a creditworthy entity for performance under the turnkey EPC contract;
- Provide an acceptable bid bond of up to 2% of the total contract value;
- Accreditation to ISO 9001 or equivalent; and,
- An annual turnover for the last three years of a minimum of US $800 million, as demonstrated by audited annual accounts.

The formal letter of interest must include information demonstrating that they are qualified to perform the
services as detailed above. Contractors may associate to enhance their qualifications. Contractors will be
chosen on a quality based selection taking into account the above criteria.
