INCORPORATION OF ROAD SAFETY ISSUES IN THE SCHOOLS AND HIGHER LEARNING INSTITUTIONS.

This request for expressions of interest follows the General Procurement Notice for this project that
appeared in Development Business No. 678 of 16 May 2006.

The Government of the Kingdom of Lesotho (GoL) has recieved financing (hereinafter called Credit) from the International Development Association (IDA) towards the cost of the Integrtaed Transport Project and intends to apply a portion of this Credit or Grant to eligible payments for consultancy services for the Consultancy Contract for ‘Incorporation of Road Safety Issues in the Schools and Higher Learning Institutions.

The Government of Lesotho (GoL) is committed to achieving ecologically sustainable development as enshrined in the Constitution, S (32), Lesotho Vision 2020, Millennium Development Goals, the Poverty Reduction Strategy as well as the Transport Sector Policy (2006). An effective and efficient transport system is key to the GoL’s initiatives of achieving its goals and objectives aimed at economic growth, poverty reduction, improved health care, improved education and improved service delivery.

The overall objective of the assignment is to review relevant documentation and curriculum for schools and for higher learning/teaching institutions and find out whether issues related to road safety have been adequately provided for. Then develop a relevant road safety section in curriculum for the each learning/teaching institution and schools which include but not limited to University of Lesotho, National Teachers Training Centre, High, Secondary and Primary Schools in line with Road Safety documents, Transport Sector Policy, Poverty Reduction Strategy, Vision 2020 and Millennium Development Goals as well as international best practice.

The primary purpose of this study is to develop a comprehensive curriculum for each learning institution, which addresses ways of reduction of accidents.

The MoPWT, through the ITP, Road Safety Department and Ministry of Education, will review and supervise the technical quality of the assignment. It is required that all consultants responding to this request for Expressions of Interest must have at least ten (10) years of relevant consultancy experience in Road safety issues, development of curriculum and exposure on international best practices in developing, reviewing and drafting curriculum. The firms must be able to mobilize experts required to carry out the assignment. The duration of the assignment is estimated not to exceed 3 months.


Submission of Expression of Interest:
The MoPWT invites eligible consulting firms to submit their expression of interest that indicate that they are qualified and experienced to perform the services for which they are expressing their interests, i.e. (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). All submissions must be submitted in six (6) copies (one original and five copies) and electronic copy in a sealed envelope clearly marked ‘Expression of Interest for Incorporation of Road Safety Issues in the Schools and Higher Learning Institutions” and be delivered at the address below by 7th March 2012 before 12.00 noon (local time) to;
