The South African Parliament officially closed for the year on Thursday with MPs voting for a 7,6% salary increase for President Thabo Mbeki, to R1,27-million a year, backdated to April 1. It was far short of the nearly 60% increase from R1,18-million to R1,89-million recommended by the independent Moseneke Commission in its review of salary packages for public office-bearers.

Legislation relating to judicial conduct and ethics was unanimously approved in the National Assembly on Tuesday. Minister of Justice and Constitutional Development Brigitte Mabandla said recent controversial incidents regarding alleged indiscretions by members of the judiciary had highlighted the lack of a credible legal framework.

Pakistan freed opposition leader Benazir Bhutto from house arrest early on Friday, hours after a caretaker prime minister was appointed in a first step towards a national election. Jail officials left the residence in the eastern city of Lahore where Bhutto has been held to prevent her from leading a pro-democracy rally.

Pakistani President Pervez Musharraf is expected to appoint a caretaker government on Thursday to oversee elections he has promised for January but which the opposition say will be a sham under emergency rule. ”We don’t expect fair and free elections under General Musharraf and his mini martial law,” said Farhatullah Babar, an opposition spokesperson.

Pakistan’s President Pervez Musharraf said on Sunday a general election will be held by January 9 — but under a state of emergency he imposed eight days ago. Musharraf, under pressure to put Pakistan back on a path to democracy, said the National Assembly and provincial assemblies will be dissolved in coming days.

Politicians are likely to get an inflation-related increase this year as an interim measure, it emerged on Friday. President Thabo Mbeki is still considering the recommendations made by Judge Dikgang Moseneke, who heads the Independent Commission for the Remuneration of Public Office-Bearers, the Presidency said in a statement.

The Nelson Mandela Children’s Fund is ”unaware” of having received any money from German arms manufacturer Thyssen-Krupp during the arms deal. Former anti-apartheid activist Helen Suzman has not been given the recognition she deserves in the new South Africa, Inkatha Freedom Party leader Mangosuthu Buthelezi said on Friday. In a tribute to Suzman ahead of her 90th birthday next week, he said she had tirelessly used her position as MP during the Sixties and Seventies to break the apartheid mould.

Finance Minister Trevor Manuel’s 2007 Medium-Term Budget Policy Statement has received a cautious thumbs-up from some opposition parties. Tabling the budget in the National Assembly on Tuesday, he announced that almost R81,5-billion was to be added to the government’s projected spending over the next three years, bringing spending growth to 6,4% a year in real terms.

The Ministry of Land Affairs would not give reasons for the termination of the contract of Director General (DG) Glen Thomas until the minister returned from a trip to Namibia, a spokesperson said on Tuesday. The nationalist Swiss People’s Party received the highest vote recorded to date for an individual political party in Switzerland, after a bitter campaign blaming foreigners for much of the country’s crime, according to official results released on Monday. The Congress of South African Trade Unions (Cosatu) fears party politics was behind the suspension of National Director of Public Prosecutions Vusi Pikoli, it said on Thursday. The cost of broadband internet access is set to drop significantly with the adoption in the National Assembly on Wednesday of the Broadband Infraco Bill. Several labour and civil-society organisations have asked President Thabo Mbeki to hold back on appointing the new South African Broadcasting Corporation (SABC) board and return the list of names approved by the National Assembly last month. ”We have asked him not to appoint them,” the organisations said in a joint statement on Wednesday.
Nine senior advocates from the Cape Bar, some of them former acting judges, have publicly called on Cape Judge President John Hlophe to quit. ”We believe that there cannot be public confidence in the continuation in office now of Judge Hlophe,” they said in a letter published on Tuesday.
Pakistani military ruler Pervez Musharraf swept the most votes in a presidential election on Saturday but he has to wait for the Supreme Court to confirm the legality of his bid before he can be declared winner. Doubts over whether the election result will stand have fuelled uncertainty.
