CAMBODIA said on Wednesday it favours a truth commission similar to South Africa’s. Cambodian Prime Minister Hun Sen said rather than put Khmer Rouge leaders on trial and risk jeopardising a shaky peace, he preferred a South African-style truth commission. In a letter to Secretary General Kofi Annan, Hun Sen warned that trials might “panic” former Khmer Rouge leaders and guerillas back to their faded jungle rebellion.The key ingredient to the South African process is the innovative concept of conditional amnesty — amnesty for perpetrators of crimes in exchange for a full confession and proof of a political motive.
