Assignment: Technical Assistance – To Develop a
Province-wide Monitoring and Evaluation Framework
and M&E Capacity Building for the Line Departments of
Limpopo
The Offi ce of the Premier in Limpopo Province in
collaboration with the GTZ has recognized the need
to enhance the monitoring and evaluation capacity
of the provincial administration. This is in line with
the prescripts of the draft Green Paper on Monitoring
and Evaluation from the Presidency. It also follows the
recent adoption of the Government-wide Monitoring
and Evaluation (GWM&E) Framework by the National
government. As expected, provincial administrations are
duty-bound to develop their own M&E Frameworks and
implement them.
Objective: The purpose of this initiative is to provide
technical support to the Offi ce of the Premier (OtP)
by assisting the development of the provincial M&E
Framework, as well as building capacity both at
Executive and Senior Management Levels. The second
part of the project will focus on supporting all the 11
Line Departments to draft and present their M&E plans
to relevant provincial structures.
Competency requirements: A suitably qualifi ed
service provider/s is required to develop provincial
M&E framework and capacity building for the provincial
administration. Such a service provider will be an expert
in Monitoring and Evaluation with a specifi c emphasis
on government programmes, and must have a working
knowledge of capacity building for senior management
echelons in the public service.
